Chart N° 60: Necessary documents to request generation authorization
N° Requirement
Application according to format, detailing the RUC number, addressed to the General Directorate of

Electricity, signed by the legal representative.
2 Payment of TUPA (40% of UIT)
Document (Public Act with a seal on which figures registration, sheet or electronic certificate) proving

registration in the Public Records of Incorporation of the company
Document (Sheet or electronic certificate) proving registration in the Public Records of the company's

The following maps and diagrams:
• Delimitation of the concession area in UTM coordinates (DATUM PSAD 56) with signature and
5 seal of the responsible professional.
• Poligonal Map with vertex in UTM coordinates (PSAD 56).
• Single-line diagram with signature and seal of the professional.
Affidavit of compliance with technical standards of environmental and cultural heritage of the Nation
6 conservation (Applicable only for final concessions for Renewable Energy generation whose installed
capacity is less than or equal to 20 MW).
Statement with project’s studies with signature and seal of the legal representative (at least at a feasibility

level).
Schedule of work’s execution, indicating the beginning and putting into comercial transection (in case of
8
new works) with signature and seal of the legal representative.
9 Project Budget, with signature and seal of the legal representative.
Technical information for statistical purposes: installed capacity of the station, number of generation
units, type of each generation unit, model, design flow, specific fuel consumption, fuel type. In the case
of electricity generation stations that are in use or repowering there will also be presented the historical

records of operation and relevant information that supports an adequate operating performance
(Applicable only for final concessions for Renewable Energy generation whose installed capacity is less
than or equal to 20 MW).
11 Current Skill Certificate of the engineer in charge of maps.
Verifiable support of investor’s commitments for the supply of capital in the execution of works in case

of generation concession.
Favorable report issued by a qualified Risk Rating Entity with respect to the financial solvency of the

petitioner or potential investor, in case of generation concession.
Guarantee of loyal fulfillment for execution of works, equivalent to 1% of the project budget with a
19 ceiling of 500 UITs in benefit of the Ministry of Energy and Mines, valid until the start of commercial
transaction of the project.

For the request of generation concession, in addition to the payment of 50 % of
the TUPA, it is demanded the presentation of the following documents:
‐ Specification of the required servants.
‐ Approval certificate emitted by the COES, supported with a Study of Pre-
Operativeness (which must be introduced before the expedition of the
Supreme Resolution of granting of the final concession).
On January 19 of 2010, the Ministry of Energy and Mines, by Supreme
Resolution Nº 002 – 2009 – EM, gave the final generation concession based on
