2.4.2 Objectives of the Project
The main objective of the project was improving the efficiency in production
through the use of a cogeneration station of 23 MW that allowed the company
generating electric power and enough steam to be used in the productive process
of sugar elaboration, using all the bagasse and wastes of the sugar cane crop as
fuel.
As an additional objective, the sale of energy to the SEIN came into question,
which makes more efficient the use of the thermal power station. Also, as a
consequence of the implementation of the project, it was sought the improvement
in social and environmental responsibility affairs.
2.4.3 Analysis of the Stakeholders
Promoters of the Project
The Agroindustrial Company was created in colonial times as the “Hacienda
Sociedad Agrícola Paramonga” (S. XVII), however, is the transnational
corporation “Grace and Co.” who acquires the property (1927) and introduced a
new technology, diversifying the production turning the company into the first
Chemical-Paper Manufacter- Agroindustrial Complex. During military
Government of the General Juan Velasco Alvarado (1968 1975), the complex was
divided into 2 companies: “Sociedad Paramonga” Limited Company, public
enterprise for the production of paper and chemical products, and the
“Cooperativa Agraria Azucarera Paramonga” Limited Company Nº 37, which
transferred its ownership to its employees (AIPSAA, 2011c).
On the early 90’s, there were established regulations to relaunched sugar
companies that had collapsed, after 20 years of cooperativism. In 1994 the
