Walter Haas Jr. Fund and as codirector of California Tomorrow, a nonprofit<br />

committed to drawing strength from cultural, linguistic, and racial<br />

diversity. In February 2013, Chang was named by the White House<br />

as a Champion of Change for her commitment to furthering African<br />

American education.<br />

Robert J. Chaskin is associate professor and deputy dean for strategic initiatives<br />

at the University of Chicago’s School of Social Service Administration<br />

and an affiliated scholar at Chapin Hall at the University of Chicago.<br />

His work focuses on the conceptual foundations and principal strategies of<br />

contemporary community intervention in the context of urban poverty.<br />

He has written widely on the topics of neighborhood intervention, community<br />

capacity building, and the dynamics of participatory planning and<br />

neighborhood governance. His most recent publications include the edited<br />

volume Youth Gangs and Community Intervention (Columbia University<br />

Press 2010) and various journal articles based on his current research on<br />

policy efforts to transform public housing neighborhoods through mixedincome<br />

development schemes. He holds an AM in anthropology and a PhD<br />

in sociology from the University of Chicago.<br />

Cory Fleming oversees the International City/County Management<br />

Association (ICMA) 311—Customer Relations Management Technical<br />

Assistance Services and served as the project director for the ICMA<br />

National Study of 311 and Customer Service Technology from 2006 to<br />

2011. Fleming has written in various capacities about the use of data<br />

for improved local government service delivery and performance measurement.<br />

She currently manages the #LocalGov Technology Alliance,<br />

an Esri-ICMA initiative to explore the world of big data, open data, apps<br />

and dashboards, and what it all means for local governments. She served<br />

as editor of The GIS Guide for Local Government Officials (2005) and The<br />

GIS Guide for Elected Officials (2014), both joint publications produced<br />

by Esri and ICMA. Fleming has an extensive background in community<br />

development, having worked <strong>with</strong> local governments, community<br />

groups, and nonprofit organizations for more than a decade at the Iowa<br />

Department of Economic Development. Before joining ICMA, Fleming<br />

was <strong>with</strong> the Urban Institute’s Center on Nonprofits and Philanthropy,<br />

where she conducted research on building the capacity of nonprofit<br />

organizations. Fleming received her BS from Iowa State University in
