<strong>Stress</strong> <strong>Tests</strong><br />

3.2.4.4 Possibility <strong>of</strong> intervention <strong>of</strong> support and external services to support the plant<br />

operation<br />

From what was said above, it follows that the postulated flooding <strong>of</strong> the area around the<br />

plant with MWL has no impact on road infrastructure within its area, as well as <strong>of</strong> the road access to<br />

it. In this situation one can rely on full support from the outside, including access <strong>of</strong> machines,<br />

supply <strong>of</strong> equipment and materials on the site. There is neither restrictions in personnel access, nor<br />

time delayed in access <strong>of</strong> these personnel to the plant.<br />

For per<strong>for</strong>mance <strong>of</strong> fire fighting and rescue activities in the area <strong>of</strong> <strong>Kozloduy</strong> <strong>NPP</strong><br />

continuous day and night shifts with personnel and equipment from Regional Authority <strong>for</strong> Fire<br />

Safety and Personnel Protection -<strong>Kozloduy</strong> <strong>NPP</strong> is provided. Regional Fire Service is located<br />

immediately on <strong>Kozloduy</strong> <strong>NPP</strong> site. For fire fighting, participation in mitigation <strong>of</strong> disasters,<br />

accidents headquarters <strong>for</strong> management <strong>of</strong> fire fighting and rescue activities is <strong>for</strong>med. In case <strong>of</strong><br />

occurrence <strong>of</strong> fire or loss <strong>of</strong> makeup water <strong>for</strong> automatic fire fighting system the necessary<br />

personnel and equipment can be immediately provided from the fire service to ensure normal<br />

operation <strong>of</strong> the plant.<br />

3.3 PLANT COMPLIANCE WITH THE CURRENT LICENSING<br />

CONDITIONS<br />

The overall process <strong>for</strong> ensuring the SSCs required <strong>for</strong> safe maintaining <strong>of</strong> the units in<br />

shutdown, ensuring the availability and preparedness <strong>of</strong> external equipment and supplies provided<br />

in emergency plans after the flood does not differ from the one those described in paragraph 2.10 <strong>of</strong><br />

this report.<br />

3.4 EVALUATION OF SAFETY MARGINS AGAINST EXTERNAL<br />

FLOODINGS<br />

3.4.1 Definition <strong>of</strong> safety margins against external floodings<br />

3.4.1.1 Description <strong>of</strong> the approach<br />

Based on the inspections carried out in the plant area the assumption that flooding <strong>of</strong><br />

<strong>Kozloduy</strong> <strong>NPP</strong> separate facilities is possible due to weaknesses in the sewerage network was<br />

confirmed – it is possible that water returns in sewer collectors <strong>for</strong> domestic and rainwater sewers<br />

and fills the spaces to the elevation <strong>of</strong> the plain flooding. Thus, in all buildings where the lowest<br />

elevation <strong>of</strong> rainwater or domestic sewer is below 32.93 water penetration from outside becomes<br />

possible. Physical flooding <strong>of</strong> the given room depends on the presence <strong>of</strong> drains, manholes or<br />

damages below elevation 32,93 m.<br />

The assessment <strong>of</strong> the plant margins at external flooding is based on individual margins <strong>of</strong><br />

all buildings and facilities directly related to the safety <strong>of</strong> the plant. The margin <strong>of</strong> a building is<br />

determined by the lowest location where flooding <strong>of</strong> a room in the building can theoretically occur<br />
