5.1.1.3 Loss <strong>of</strong> <strong>of</strong>f-site power supply, emergency diesel-generator and additional dieselgenerator<br />

5.1.1.3.1 Capacity <strong>of</strong> the batteries, operational time period and capabilities to recharge them in<br />

this situation<br />

5.1.1.3.2 Actions envisioned to provide mobile on-site or <strong>of</strong>f-site power supply sources<br />

There is a mobile diesel-generator (MDG) located in area <strong>of</strong> units 1 and 2 <strong>of</strong> the <strong>Kozloduy</strong><br />

<strong>NPP</strong> which is mounted <strong>of</strong> the plat<strong>for</strong>m jointly with the fuel tank, control board and the power cable<br />

wound on the coil. Transportation to the plat<strong>for</strong>m is provided with a truck. The mobile DG is used<br />

to energize the pump <strong>of</strong> SG alternative make-up system (SG EMS) through own busbar. MDG may<br />

be connected to energize SG EMS one <strong>of</strong> the two units, though its power is sufficient to energize<br />

the pumps <strong>of</strong> both units.<br />

Total reserve <strong>of</strong> fuel and oil <strong>of</strong> the MDG ensures its uninterrupted operation at nominal<br />

power during 21 hours and 40 minutes [45]. To energize only the pump <strong>of</strong> SG alternative make-up<br />

system, this reserve is sufficient <strong>for</strong> 60 hours.<br />

5.1.1.3.3 Competence <strong>of</strong> the shift personnel and time period required to connect mobile power<br />

supply sources. Time period required <strong>for</strong> experts to per<strong>for</strong>m these activities<br />

There is an operator training centre established at the <strong>Kozloduy</strong> <strong>NPP</strong>. This system specifies<br />

the scope and duration <strong>of</strong> training <strong>for</strong> different job positions. Off-schedule trainings are envisioned<br />

in relation with changes to the regulatory requirements, modification to and introduction <strong>of</strong> new<br />

systems, procedures and instructions, etc. Planning, conducting and analyses <strong>of</strong> the delivered<br />

training results are regulated.<br />

Training is held <strong>of</strong> the full-scale simulator and emergency response exercises. All the<br />

SBEOPs are simulated at the full-scale simulator. Emergency response exercises include the shift<br />

personnel and various groups and teams according to Internal emergency response plan <strong>of</strong> the <strong>NPP</strong>.<br />

Actions <strong>of</strong> the operators in case <strong>of</strong> loss <strong>of</strong> power supply are specified in „Instruction on<br />

elimination <strong>of</strong> anticipated operational occurrences and accidents in the RI” [24] and in SBEOP <strong>for</strong><br />

actions at blackout mode <strong>of</strong> the unit.<br />

Actions related to actuation and loading <strong>of</strong> additional DGs are specified in procedures on<br />

restoration <strong>of</strong> power supply to category III consumers <strong>of</strong> units 5 and 6 from the common-plant<br />

diesel-generator [144],[145].<br />

Procedure has been developed on transportation and actuation <strong>of</strong> the MDG to the busbars to<br />

the rooms <strong>of</strong> SG EMS pumps. The established success criteria are the time from conditioning <strong>of</strong><br />

alarm on complete loss <strong>of</strong> power supply to the pump actuation less than 2 hours. Meeting the<br />

criteria is confirmed in the observation sheet <strong>of</strong> the emergency response exercise.<br />
