“Kozloduy NPP” PLC SUMMARY REPORT for Conduct of Kozloduy NPP Stress Tests Figure 6.1-2: Chart for interaction with the state control authorities, local administration and local self-management in emergency at KNPP 6.1.1.4 Technical support external to the site for accident management After initiating of the EP, Manager of Emergency response activities periodically informs on accident progress and measures taken to localize it and mitigate its consequences: · to emergency centre of Nuclear Regulatory Authority; · to shift-on-duty person in Chief Directorate On Fire Safety and Public Protection - Ministry of Domestic Affairs (CD SFPP-MDA); · person on duty in Ministry of Economy, Energy and Tourism; · persons on duty in Municipality (Obshtina) Kozloduy and Municipality (Obshtina) Mizia; · shift-on-duty persons in Operative communication informational centres (OCIC) in Vratsa and Montana. Off-site forces and means involved in providing support to «Kozloduy NPP» plc, are defined in National emergency plan for conducting of rescue and urgent emergency-recovery activities at occurrence of disasters, accidents and collapses. At “local accident” or “general accident” Manager of Emergency response activities coordinates joint emergency measures with CD SFPP and its teams, involved in providing support to «Kozloduy NPP» plc. Under management of the Manager of Emergency response activities, joint actions are provided between involved forces and objective teams and plant on-site teams and teams in PPMA (preventive protection measures area). Maintaining of non-accidental structures in safe condition and mitigation of consequences at the accidental facility is executed by emergency personnel in «Kozloduy NPP» plc in accordance with existing procedures and directives, received from NRA and МИЕТ. If required, the technical decisions are developed and reconciled on repair-and-recovery activities. 165/202
“Kozloduy NPP” PLC SUMMARY REPORT for Conduct of Kozloduy NPP Stress Tests For performing the tasks by the forced involved, Manager of Emergency response activities via Manager of support services alerts the technical managers in the situation through provision of the following data: · information on radiation situation and accident progress; · schemes of moving routes and facilities where tasks will be performed; · dispatching of divisions to preliminary defined objects in vicinity of accident location and instructing in the situation; · support by radiation monitoring specialists; · data exchange for maintaining uninterrupted connection and control. Manager of Emergency response activities maintains uninterrupted interfacing and receives information from Evacuation Committee of Municipality (Obshtina) Kozloduy for evacuation of plant personnel and their families in accordance with envisioned in National emergency plan deadlines and settlements. Entire activity on organization of interfaces for conducting of localizing, rescue, protection and liquidation measures at beyond design basis, severe accident in «Kozloduy NPP» plc is provided by the Chairmen of NHCC who coordinates and manages activities of involved forces and means, and the line management of divisions is delivered the technical managers. Organization of interfaces and management of involved forces and means for conducting of localizing, rescue, protection and liquidation measures at the site of «Kozloduy NPP» plc is provided by Manager of Emergency response activities. 6.11-1 of [28].
