2 Nominal Group Technique is a form of brainstorming with a small group for<br />

problem diagnosing, decision making, or problem solving. The process involves<br />

generating, recording, discussing, and voting ideas. The purpose of using nominal<br />

group approach for this specific study is to identify major factors in the framework of<br />

Figure 1 with family planning workers and service providers.
