prosecutions themselves. 142 If effectively deployed and used, it will assist<br />

states, <strong>in</strong>clud<strong>in</strong>g the Sudan, to develop an ability to hold citizens<br />

accountable and thereby ensure that the ICC truly becomes a court <strong>of</strong> last<br />

resort.<br />

3.3 The northern Uganda conflict and positive<br />

complementarity<br />

The northern Uganda conflict is one <strong>of</strong> the longest-runn<strong>in</strong>g conflicts <strong>in</strong><br />

East <strong>Africa</strong> and has been rag<strong>in</strong>g for two decades. 143 The Lord’s Resistance<br />

Army (LRA) has its orig<strong>in</strong> <strong>in</strong> the Holy Spirit Movement led by Alice Auma<br />

Lakwena, and is a comb<strong>in</strong>ation <strong>of</strong> forces allied aga<strong>in</strong>st the National<br />

Resistance Movement (NRM) <strong>of</strong> President Museveni. 144 Alice promised<br />

her soldiers powers <strong>of</strong> <strong>in</strong>v<strong>in</strong>cibility if they obeyed her spiritual rules.<br />

However, the firepower <strong>of</strong> the Uganda Peoples’ Defense Force (UPDF)<br />

defeated them at a battle near Kampala <strong>in</strong> 1987. Alice fled to Kenya and<br />

Joseph Kony, who is said to be related to Alice, took over the rema<strong>in</strong><strong>in</strong>g<br />

soldiers and transformed it <strong>in</strong>to the LRA. 145 Though some have claimed<br />

that the LRA has no <strong>of</strong>ficial political agenda <strong>in</strong> its war with the<br />

government <strong>of</strong> Uganda, it succeeded <strong>in</strong> br<strong>in</strong>g<strong>in</strong>g economic activities <strong>in</strong><br />

northern Uganda to a standstill.<br />

The LRA has for over two decades attacked civilians and underm<strong>in</strong>ed<br />

the cultural values <strong>of</strong> the Acholi and other ethnicities <strong>in</strong> northern Uganda<br />

by kill<strong>in</strong>g and maim<strong>in</strong>g <strong>in</strong>nocent civilians, rap<strong>in</strong>g and abduct<strong>in</strong>g children<br />

and turn<strong>in</strong>g them <strong>in</strong>to sex-slaves and ‘death squads.’ 146 The LRA allegedly<br />

operated from Sudan and there were allegations that Sudan supported the<br />

LRA. In return, Sudan accused Uganda <strong>of</strong> support<strong>in</strong>g the Sudan Peoples’<br />

Liberation Army/Movement (SPLA/M). 147 Both the LRA and Uganda<br />

People’s Defence Force are known to have committed several human<br />

rights abuses dur<strong>in</strong>g the northern Uganda conflict. 148<br />

There have been several processes aimed at br<strong>in</strong>g<strong>in</strong>g an end to the<br />

conflict <strong>in</strong> northern Uganda. The Ugandan government promulgated the<br />
