Almost 45 research journals arenow in the Institute of Scientific Information (ISI)master list with 11 journals having an impactfactor.Plagiarism Eradication SystemThe HEC's goal is to combat plagiarism effectivelyin an academic environment in all institutions ofPakistan while ensuring that the students andacademicians know that stealing intellectualproperty is unethical and leads to seriousconsequences. HEC is committed to eradicateplagiarism from higher education institutes. Forthis, the IT Division had sought a technologicalsolution and acquired an online software tool toassist in identifying plagiarized material. Thesoftware tool, “Thenticate” is one of the leadingsoftware used globally for this purpose.Anti-Plagiarism Service “Turnitin”Plagiarism detection service ‘Turnitin’ has beenprovided to all public and private sector HEIs bythe HEC in order to facilitate authentication ofcontents. Some of the salient features of thisstrategy are as follows:given 1000 user accounts. The service isprovided to a focal person nominated by theuniversity, who will be the resource person forfaculty members. This online service is available athttp://www.turnitin.com and 1000 licenses for eachof the public sector universities/ institutes havebeen acquired for teaching faculty, post graduatestudents and researchers in order to address theissue at the grass root level. This year HEC hasprovided ten (10) months trial access to Turnitinservice to all the Private sector universities/institutes, after having negotiations with IParadigm (Turnitin parent company).In person and remotely managed trainings arearranged for the focal persons of all the universitiesto rise to the level of master trainer, so that theycan in turn extend trainings in-house to theirrespective universities/ institutes’ faculty and postgraduate students. All universities’ users are alsoencouraged to go through the training materialavailable at the Turnitin site and webinars arrangedby the service provider on a regular basis. Inaddition, a master trainer program was alsoarranged through the Turnitin service provider forthe focal persons nominated by theuniversities/institutes while selecting top ten (10)extensive users of Turnitin Service.Impact of Plagiarism PolicyThe zero tolerance policy of the HEC towardsplagiarism has had a positive impact on researchactivities being carried out in higher educationinstitutions and R&D organization. Because ofincreased awareness about proper documentation,literature referred during research activities hasimproved and researchers are more vigilant inciting information in their scholarly works.146
EducationFinancial ScenarioFor efficient allocation and disbursement of publicfunds, HEC has developed a formula basedfunding mechanism that assigns appropriateweights to different need and performanceindicators along with students and faculty strength.The detail of recurring funds released to highereducation sector during last 4 years is given inTable 10.10.Table 10.10: Recurring Grant Released(Rs. The HEChas introduced a tenure track system, which offersa market based competitive salary package toattract and retain intelligentsia in public sectorinstitutions of higher learning. Currently, there are1,257 tenure track teachers working in differentpublic sector universities. In addition to recurringfunds, development funds were also released underthe “Subsidy to Scholars under Cultural ExchangeProgramme”. Only 3 new projects wereallowed to be included in the current year PSDP.Up till March 2012, 70 percent of the originalallocated funds have been released to developmentprojects. It measureslearning levels of children 5-16 years the same agegroup as identified for compulsory education inArticle 25 A of the Constitution of Pakistan. ASERis conducted each year across Pakistan and willcontinue up to 2015. It is led by the Idara-e-Taleem-o-Aagahi (ITA) in collaboration with theNational Commission for Human Development(NCHD), Sindh Education Foundation and manyother Civil Society Organizations (CSOs). In 2011,84 rural and 3 urban city districts, 2,502 villages,97 urban blocks and 3,642 government/privateschools were surveyed. The survey included49,793 households and 146,874 children. TheASER 2011 Survey was conducted in 84 rural and3 Urban districts (Lahore, Peshawar and Karachi)147
