4.5 RESIDUALS HANDLING AND DISPOSAL COSTSCost estimates were generated using the Small <strong>Water</strong> System Byproducts Treatment <strong>and</strong>Disposal Cost Document (DPRA, 1993a), <strong>and</strong> the <strong>Water</strong> System Byproducts Treatment <strong>and</strong> DisposalCost Document (DPRA, 1993b).<strong>Costs</strong> are presented <strong>for</strong> four water treatment processes: (1) coagulation assistedmicr<strong>of</strong>iltration, (2) ion exchange, (3) activated alumina, <strong>and</strong> (4) greens<strong>and</strong> filtration. The disposaloptions assumed <strong>for</strong> each <strong>of</strong> these treatment processes are shown below:# Ion Exchange:- POTW (indirect) discharge# Coagulation Assisted Micr<strong>of</strong>iltration:- Mechanical dewatering <strong>and</strong> nonhazardous l<strong>and</strong>fill disposal- Non-mechanical dewatering <strong>and</strong> nonhazardous l<strong>and</strong>fill disposal# Activated Alumina:- Nonhazardous l<strong>and</strong>fill disposal (systems operating without regeneration)# Greens<strong>and</strong> Filtration:- POTW (indirect) dischargeThe h<strong>and</strong>ling <strong>and</strong> disposal options presented represent those selected by EPA during thedevelopment <strong>of</strong> the arsenic rulemaking decision tree. These disposal options will be used by EPAduring the Regulatory Impact Analysis. <strong>Costs</strong> <strong>for</strong> additional disposal options can be estimated usingthe DPRA disposal cost documents (DPRA, 1993a <strong>and</strong> 1993b). Capital <strong>and</strong> O&M cost estimates <strong>for</strong>the selected h<strong>and</strong>ling <strong>and</strong> disposal options are presented in Figures 4-1 through 4-14. Capital costestimates <strong>for</strong> nonhazardous l<strong>and</strong>fill disposal are assumed to be zero. As a result, capital costestimates are not provided when l<strong>and</strong>fill is the sole disposal technology under consideration (i.e.,activated alumina systems choosing not to regenerate). Capital cost estimates are provided ininstances where additional technologies are employed, <strong>for</strong> example, mechanical dewatering <strong>and</strong>nonhazardous l<strong>and</strong>fill disposal. L<strong>and</strong> costs are excluded from all capital cost estimates.4-22
