3.2.3 Implementing TDP Recommended Costing UpgradesThe capital cost breakdowns presented above <strong>and</strong> in the appendices <strong>of</strong> this document can beused to estimate the modified capital cost, i.e., the capital cost estimate developed using the TDPrecommendations. The following sections briefly demonstrate how the capital cost breakdowns areapplied, <strong>and</strong> modified capital cost estimates are generated.3.2.3.1 VSS Model1. The VSS model presents capital <strong>and</strong> O&M costs as functions <strong>of</strong> design <strong>and</strong> average flow,respectively. Accordingly, the capital cost equation <strong>for</strong> package micr<strong>of</strong>iltration units is:CAP = 0.86[DES] + 41.1Where:CAP = Total Capital Cost, $1,000sDES = Design Treated Flow, kgpd2. Thus, <strong>for</strong> a 0.024 mgd (24 kgpd) plant the capital cost is:CAP = 0.86[24] + 41.1CAP = 61.74 or $61,7403. The VSS model equations produce estimates in 1993 dollars. To escalate to September1998, multiply the equation-generated capital cost by the ratio <strong>of</strong> the Engineering NewsRecord (ENR) Building Cost Index <strong>for</strong> September 1998 to the 1993 index value.$61,740 x (3375/3009) = $69,250The escalated capital cost <strong>for</strong> a 0.024 mgd package micr<strong>of</strong>iltration plant is $69,250.4. Using the capital cost breakdown in Table 3-2, the total process cost is:$69,250 x 0.5697 = $39,4525.
