3.2.3 Implementing TDP Recommended Costing UpgradesThe capital cost breakdowns presented above and in the appendices of this document can beused to estimate the modified capital cost, i.e., the capital cost estimate developed using the TDPrecommendations. The following sections briefly demonstrate how the capital cost breakdowns areapplied, and modified capital cost estimates are generated.3.2.3.1 VSS Model1. The VSS model presents capital and O&M costs as functions of design and average flow,respectively.
