In addition to the high value forcost, there was a surprising amount ofagreement among rich <strong>and</strong> poor women <strong>and</strong>men as to the importance of specific benefits(Figure 15). The high value attached alsosuggests that the communities will strive to keepthe water systems functioning. It also suggeststhat communities are prepared to pay more forwater than they presently do, possibly allowingdevelopment projects to reduce subsidies acrossthe board, <strong>and</strong> reach more people with servicesper rupiah (Indonesian currency) of developmentassistance.103
