THE CHALLENGE OF SUSTAINED WATER SUPPLY AND SANITATION FOR ALL2A New Tool for Planners <strong>and</strong>Managers of Large Community-Driven Development (CDD)Programs2.1 Who can use the MPA, forwhat?The MPA is an innovative methodology forplanning, monitoring <strong>and</strong> evaluationdesigned to enhance, <strong>and</strong> account for, thesustainability <strong>and</strong> effectiveness of water supply <strong>and</strong>sanitation project interventions by integratingparticipatory field studies with quantitative programanalysis.The methodology allows all stakeholders - fromilliterate women <strong>and</strong> men in communities toprogram managers <strong>and</strong> investors to:● use one instrument to assess strengths <strong>and</strong>weaknesses in water supply <strong>and</strong> sanitationprojects,● assess the social equity situation along withfactors for sustainability <strong>and</strong> effective use,● plan <strong>and</strong> monitor for more sustainable <strong>and</strong>equitable outcomes in development projects.2.2 Uses of the MPA to dateThe MPA, or selected parts of it, have so far beenused for the following purposes.● As a tool to plan new projects based on theparticipatory <strong>and</strong> comparative evaluation ofexisting facilities <strong>and</strong> approaches (Indonesia,Cambodia).● Comparative evaluation of community level●●●MPA allows participatory assessment datato be quantified by stakeholders at all levelsimpact of one or more projects <strong>and</strong> theirapproaches in the same country for nationalpolicy improvement (Indonesia, Lao PDR,Nepal, Benin, Cambodia).As part of monitoring <strong>and</strong> impact assessmentin two rural water supply projects <strong>and</strong> aproject to develop sustainable watershedmanagement practices (India).To link water <strong>and</strong> sanitation services withhygiene promotion (Lao PDR).Participatory assessment of sanitation9
