This document is an update, supplemented with learning gained from MPAapplications worldwide during 1999-2002, of the original MPA Metguide publishedin March 2000.The Metguide (Methodology for Participatory Assessment with Communities,Institutions <strong>and</strong> Policy Makers) was developed by WSP <strong>and</strong> IRC in 1998 primarilyfor the purpose of conducting a global study in 15 countries, which investigatedthe links between the sustainability of community-marged water supply services<strong>and</strong> gender- <strong>and</strong> poverty-sensitivity of dem<strong>and</strong>-responsive approaches used toestablish the services.Since the completion of the global study in 1999, MPA has developed further as atool for mainstreaming gender <strong>and</strong> social equity in large scale projects. Itsapplications have exp<strong>and</strong>ed from evaluation <strong>and</strong> monitoring to designing <strong>and</strong>planning new project interventions, <strong>and</strong> from dedicated water supply <strong>and</strong>sanitation projects into the realm of multi-sector project designs.This document presents the MPA as it is currently being used in Asia, Africa <strong>and</strong>Latin America. It consolidates the lessons learned in the process of its continuingdevelopment.Section 1 of this book represents an extensively re-written <strong>and</strong> supplemented versionof the original Metguide, by the editors Nilanjana Mukherjee <strong>and</strong> Christine vanWijk. Section 2 contains case studies contributed by Bruce Gross, Suzanne Reiff,Soutsakhone Chanthaphone, Santanu Lahiri, Christine van Wijk, NilanjanaMukherjee, Nina Shatifan <strong>and</strong> Richard Hopkins. Photographs on the cover <strong>and</strong>inside were contributed by MPA practitioners in different parts of the world.
