Note: In ordinary rock blasting operations shall not be generally adopted.However, the contractor may resort to blasting with the permission of theengineer-in-charge, but nothing extra shall be paid for such blasting operations.15.4.2 The contractor shall obtain license from the competent authority for undertakingblasting work as well as for obtaining <strong>and</strong> storing the explosive as per theexplosive Act, 1884 as amended up to date <strong>and</strong> the explosive rules, 1983. Thecontractor shall be responsible for the safe transportation, storage <strong>and</strong> custodyas per explosive rules <strong>and</strong> proper accounting of the explosive material.15.4.3 Fuses <strong>and</strong> detonators shall be stored separately <strong>and</strong> away from the explosives.The engineer-in-charge or his authorized representative shall have the right toprovide necessary facilities for this.15.4.4 The contractor shall be responsible for any damage arising out of accident toworkmen, public property due to explosive during blasting operation.15.4.5 BLASTING15.4.5.1 Where hard rock is met with <strong>and</strong> blasting operations are considered necessary,the contractor shall obtain the approval of the Engineer-in-Charge in writing forresorting to blasting operation.Note: In ordinary rock blasting operations shall not be generally adopted.However, the contractor may resort to blasting with the permission of theEngineer-in-charge, but nothing extra shall be paid for such blastingoperations.15.3.5.2 The contractor shall obtain license from the competent authority for undertakingblasting work as well as for obtaining <strong>and</strong> storing the explosive as per theExplosive Act, 1884 as amended up to date <strong>and</strong> the Explosive Rules, 1983.The contractor shall purchase the explosives fuses, detonators, etc. only from alicensed dealer.15.3.5.2.1 The contractor shall be responsible for the safe transportation, storage <strong>and</strong>custody as per explosive rules <strong>and</strong> proper accounting of the explosivematerials. Fuses <strong>and</strong> detonators shall be stored separately <strong>and</strong> away from theexplosives. The Engineer-in-Charge or his authorized representative shall havethe right to check the contractor's store <strong>and</strong> account of explosives. Thecontractor shall provide necessary facilities for this.15.3.5.3 The contractor shall be responsible for any damage arising out of accident toworkmen, public or property due to storage, transportation <strong>and</strong> use of explosiveduring blasting operation.15.3.6 Blasting operations shall be carried out under the supervision of a responsibleauthorized agent of the contractor (referred subsequently as agent only), duringspecified hours as approved in writing by the Engineer-in-Charge. The agentshall be conversant with the rules of blasting. In case of blasting with dynamiteor any other high explosive, the position of all the bore holes to be drilled shallbe marked in circles with white paint. These shall be inspected by thecontractor's agent. Bore holes shall be of a size that the cartridge can easilypass down.
