1.3 Beit Lahiyawas performed. After one day the patient wastransferred to Shifa Hospital in Gaza City where hislimbs were amputated. He remained at this hospitalfor one week.Evacuation out of Gaza: The patient was referred toEast Jerusalem. The journey to Erez Crossing took20 minutes. They waited in the ambulance for morethan two hours with tanks ‘milling around’. Insidethe Crossing area they were checked for 10 minutesand then transferred by ‘back-to-back’ procedureto a PRCS ambulance [sent from Jerusalem-Ed.]. 2At the final watchtower they were stopped andthe ambulance was told over the phone by theIsraeli military coordinating authorities (DistrictCoordinating Office, DCO) to turn back or theywould not be allowed to enter Gaza in the future.The ambulance turned back and the army claimedthe driver had been asked to stop and didn’t do so.The driver said the gate had been open and no onehad asked him to stop. After this explanation thepatient’s accompanying relative was asked somequestions (not his name and address) and within10 minutes they were allowed to continue. At thehospital he underwent debridement and grafting.PHR-Israel staff was shown a Jerusalem PRCS log ofthe event with the following data:09:35 call received10:52 arrived Erez13:02 left Erez14:10 arrived East Jerusalem.Comments on displacement: UnknownComments on rehabilitation: Will needrehabilitation. The patient asked for help procuringprosthetic limbs. According to a medical reportreceived subsequently, the patient was transferredon 31 Jul 2014 to the Bethlehem Arab Society forRehabilitation, in stable condition.2Ambulances from the occupied Palestinian territories, with Palestiniannumber plates, are prohibited by the Israeli authorities from entering Israelor East Jerusalem. For this reason Gaza ambulances were required to meetdesignated ambulances from East Jerusalem carrying Israeli number plates atthe crossing and transfer the patient on a stretcher from one ambulance tothe other, in a procedure known as ‘back-to-back’. Similar procedures are usedfor transfer of goods into Gaza. See also Chapter 5 Part B .112
