In this regard, consideration will be given tostrengthening the monitoring systems and feed-back capacity of theCabinet Office, to ensure that the decisions taken by the Cabinet areimplemented in a timely manner by the appropriate governmentagencies.11:3 FUNCTIONAL RELATIONSHIP BETWEENMINISTER AND PERMANENT SECRETARYMinisters and Permanent Secretaries work in a dynamic relationship, butultimately, the Minister determines policy and the Permanent Secretaryfunctions in the context of legal accountability, for instance, under theFinancial Administration and Audit Act.
