They also expectcourteous, fair and prompt service and should demand high standards of serviceand performance from the public sector. One way to accomplish this, isthrough the use of a Customer’s Charter.The operation of a Citizen’s Charter (Customer’s Charter) as instituted in theUnited Kingdom in 1990, can have direct application to the Barbados situation.What is a Citizen’s/Customer’s Charter? It is a comprehensive programmedesigned to raise quality, increase choice, secure better value and extendaccountability. Elements on which the Charter operates are:• Quality - this must be a sustained programme of improvement in thepublic service;• Choice - choice wherever possible between competing providers to viefor quality improvement;• Standards - the citizen must be told what service standards are; and mustbe able to act where service is unacceptable;• Value - the citizen is also a taxpayer. Public servants must give valuefor money within the financial means of the country.The Charter programme will vary according to the service being offered.
