Thelegislation will also provide for regulating employment of publicemployees who are not covered by the Civil Establishment Legislationand whose terms and conditions of employment are governed underother legislation.Specifically, consideration will be given to the development of a PublicService Act which will provide for:• a clear definition of the public service and the creation andallocation of public offices;• the rights of public officers including their trade union rights;• the making of Regulations by the Minister to govern theconditions of employment of the various categories of publicofficer.• the making of Regulations by the Service Commissions to governtheir procedure in respect of engagement, discipline andtermination of public officers.This legislation will reflect the existence of a partnership philosophy betweenthe Executive, the Service Commission, and the Trade Unions, in the context ofefficient delivery of service to the public.The legislation will -• emphasize speed and efficiency in decision-making;• provide for the employment of a Chairman of the Public ServiceCommission on a full-time basis;
