White Paper on Public Sector Reformimprovements, are elaborated in the Paper.Improvement in Financial Management is similarly accepted as a key element inthe reform process. It is needed to provide agency managers with appropriatefacilitation to enable them to meet their programme targets and produce results.The actions of the Ministry of Finance and Economic Affairs, together withexternal consultants in examining institutional strengthening for publicexpenditure and revenue management agencies in government, are highlighted.One of the recommendations made and already accepted, is the implementation ofperformance programme budgeting in government agencies from the next financialyear.Customer Charters for improving the delivery of services, raising standards ofperformance, and for providing customers with courteous, fair and prompt service,is a key element for implementation in the reform process. The White Paper setsout the range of Charter principles such as standards, quality performance,openness, and value for money; it indicates some initial actions already taken inthis area and identifies some pilot projects for which plans have been made.Furthermore, customer public relations to build support for the reform are beingaddressed through the distribution of a Public Sector Reform Logo, the use of bothprint and electronic media to disseminate information, and in the training of frontlinestaff in customer relations.Section IV of the Paper discusses the organisational structures, roles andresponsibilities to support the public sector reform effort. The role of the Cabinet,operational relationships between the Minister and the Permanent Secretary, therespective roles of the government and other social partners, the role andfunctioning of Statutory Boards and legal reform are discussed.
