White Paper on Public Sector Reformorganisation structures are appropriate to deliver services at the optimum levelto citizens.The pressures impelling these countries to reform include, the impact ofglobalisation of markets, competition and financial mobility, trade liberalisationand the broadening of the democratic process; the rapid growth and power ofcommunications and information technology; lingering economic recessionsand structural adjustment constraints.Lessons for BarbadosOne lesson to be learnt from the international experiences, is the urgentnecessity for Barbados to stay in touch with developments at both regional andinternational levels. It will do this by continuing its regular participation inbilateral and multilateral conferences,seminars and training opportunities. Barbados will strive to avoid failuressuch as induced unemployment through massive public sector staff cut backs,declining standards in some social services, poor employment conditions andthe deepening of the degree of poverty among disadvantaged groups.In pursuing its transformation goals, the government affirms that a policy ofintervention in the market and in any area of social and economic life isperfectly acceptable, requiring no more than one basic test - which is - does itwork? And does it deliver the social and economic goods and services. TheGovernment will therefore utilise systems which are compatible with the ethosof its people. Indeed it will take an eclectic and pragmatic approach to its task.
