Management Improvement in Boards(i)Boards of a commercial nature will be required to set performancestandards; and deliver results to match those standards.(ii)Selection and remuneration of top managerial positions will bebased on agreed criteria which will attract and retain high qualitystaff.(iii) Roles of the Board and Management and Ministries will beclarified.12:2:3. The guidelines will focus on strategic andoperational issues, policy formulation and implementation,accountability, as well as clarify the respective roles and responsibilitiesof Ministers, Chief Executive Officers, Chairmen and PermanentSecretaries in management of Statutory Boards.12:3 ROLE OF GOVERNMENT AND SOCIAL PARTNERSGovernment, the private sector and Trade Unions have forged arelationship as social partners, to stimulate and ensure facilitation of thedevelopment process in Barbados. One tangible aspect of therelationship was seen in the signing of the Prices and Incomes Protocolas a mechanism for building partnerships among the partners. TheProtocol aims at -• providing notification and consultation in the event of structuralchanges, as well as to termination and changes to the existingterms and conditions of service;• facilitating the establishment of an environment of greaterdialogue among the Social Partners within which fundamentalissues of economic and social policy may be discussed;• improving the stability and sustainability of the industrial relationsclimate in Barbados;
