White Paper on Public Sector Reform• providing opportunities for improved access to employment,thereby reducing the risk of social dislocation, particularly amongyoung people;• initiating a national commitment to improve productivity, increaseefficiency, reduce wastage and enhance performance in theeconomy;• continuing to position Barbados strategically to take advantage ofimprovements in the global economy, and facilitating sustainedeconomic expansion based on the export of goods and services;and• providing an essential element of labour market reform which canassist in the continuing improvement of Barbados’competitiveness.In all this, the role of government is being redefined towards stimulatinggreater cooperation between the social partners and other nongovernmentalagencies which impact on the effective functioning of theBarbados economy and society. Government also has to carry out itsnew role by striving for improved performance in the public sector andby putting mechanisms in place to deliver efficient and improvedservices to the public and the business sector.12:4 ROLE OF THE PRIVATE <strong>SECTOR</strong>
White Paper on Public Sector ReformThe private sector, as a social partner, is interested in securing theefficient functioning of the public sector, on which it must depend forregulatory facilitation for the conduct of its business. Also, it has toensure, that existing socio-economic policies and the politicalenvironment are amenable to private sector activities and growth. ThePrivate Sector takes the view that the main objective of Public SectorReform is to position the government to work closely with the privatesector ina healthy partnership/relationship based upon mutual respect, with theaim of enabling the private sector to compete effectively not only in thelocal and regional markets, but increasingly in the global market place.To assist it in fulfilling its role, the private sector will look to the publicsector to identify the scope of its activities closely and in particular paygreaer attention to issues such as -• what mix of services the Government should be provding to thecommunity;• the timeliness and quality of such services;• appropriate staffing to facilitate the needs of the economy;• efficiency and fairness of tax collection.In this regard, the government sees the private sector as performing amajor role as the engine of economic growth and contributing to theoverall development and success of the Barbados economy.
