Indeed, since 1966, and up to1995, the number of persons employed in the public service has risen from10,500 to 13,601 and in Statutory Bodies from 1700 to 6169. These personsare distributed among 14 ministries, 50 departments, 54 statutory bodies and 13public enterprises in the following manner:TYPE OF POSTNUMBERSPermanent Posts 11,094Temporary Posts 1, 223Public Employees 1284Statutory Boards 6169Total 19,770Note: These figures do not include casual or contract posts.While it is true that the government has been called upon to provide a broaderrange and wider variety of services to citizens, the staff required to deliver theseservices has grown inordinately large. The consequence is that the recurrentcosts of staff, together with the increases in the costs of the various services,have raised government expenditures progressively. In a modern competitiveera, the government must rationalise its activities with the emphasis onoperational efficiency, cost containment and securing value for the money itspends.
