White Paper on Public Sector ReformThe key responsibilities of these senior government executives in supportof Public Sector Reform will be to -• lead, direct and guide the implementation effort;• pursue national VISION and Mission for reform;• review PSR results and measurement at their level;• ensure resources and manpower for support; and• communicate and motivate staff and reward and recogniseperformance10:1:8 Internal Reform Committees (IRC)Each ministry, department and agency will set up, an internal changemanagement team called, the Internal Reform Committee. Thiscommittee will be broad-based with representation from all sections andstaff categories. The committee will assist in the public sector reformprogramme through planning, research, analysis, process improvement,measurement, implementation of outcomes and evaluation of efforts.The Ministry of the Civil Service will assign a ManagementDevelopment Officer to each Ministry to assist in the implementation ofthe reform programme.10:1:9 Task Force/Advisory BodyA Task Force/Advisory Body comprised mainly of representatives of theprivate and public sectors has been set up.
