White Paper on Public Sector Reformbehaviour of public servants;(ii)a balance of the process and content - i.e. appropriate emphasis onorganisational systems as well as human resource development to buildskills, competencies and good attitudes in the public service;(iii)ownership and commitment i.e. extensive collaboration and consultationamong all public servants to engender a feeling that they ‘own’ theprogramme and are committed to making it succeed;(iv)the locus of responsibility - i.e. accepting that the majority of reformefforts will be the responsibility of line managers and staff in theagencies where the activities take place. This will be supported byreform activities of a central and general management nature.(v)a paradigm shift - i.e. deliberate action to change the way of thinking anddoing things; to heighten the process of broader consultation with thesocial partners and Non-Government Organisations; to change what isconsidered the ‘norm’ and improve the ‘mind-sets’ of the political andthe managerial directorate and staff of the public sector; and to make thepublic sector a better customer focused organisation.
