To do so successfully,the productivity concept has to take on greater significance,and ways must be found to devise appropriate productivitymeasurement schemes for the public sector.”The above statement by Prime Minister Owen Arthur at the NationalConsultation on Public Sector Reform in January, 1995, emphasises thegovernment’s commitment to the promotion of productivity as an importantaspect of the strategy for improving efficiency to enable Barbados to becomemore competitive in the global market place.Government supports the work of the National Productivity Board, nowNational Productivity Council, in measuring, facilitating and monitoringproductivity in the public and private sectors. This work has a direct andsignificant bearing on the functioning of the Prices and Incomes Policy, whichmoves towards the requirement that increases in wages and salaries be madeonly in terms of profit-sharing arrangements or productivity bonuses, based onan assessment of profitability or improvement in productivity.Since its inception, the National Productivity Council has -
White Paper on Public Sector Reform• conducted seminars/workshops for selected private and public sectororganisations;• organised in collaboration with the World Bank, the first NationalTripartite Conference on Strategies for Productivity Improvements inBarbados; and• undertaken educational and promotional activities to sensitize targetgroups about the importance of productivity, and productivity sharingapproaches and formulae.Public sector reform will benefit from the work of the National ProductivityCouncil through -(i)an increase in awareness of the public sector of the need for andimportance of productivity measurement and improvement at all times;(ii)acceptance of the concept of productivity as an important component of anew set of values and a new culture to be pursued by the public servicefor improvement in its efficiency; and(iii)greater focus being placed on quality outputs, market competitiveness,and customer satisfaction in the delivery of services.
