White Paper on Public Sector ReformChapter 3PRESSURES FOR REFORM ANDEXPERIENCES OF OTHER COUNTRIES3:1 LOCAL AND GLOBAL PRESSURESIn addition to the problems highlighted earlier, pressures on the Government toundertake reform have arisen from many sources during the 1980s and early1990s. Some of these are:(I)unbearable fiscal deficits and the imperative of maintaining astable currency;(ii)external economic factors, specifically, the pressures of globaleconomic liberalization and the need for encouraging growth andproductivity in the private sector;(iii) unfavourable trade conditions heightened by global tradegroupings;(iv)debt burdens, high interest rates and global economic recession;
White Paper on Public Sector Reform(v)the increase in the growth of the state bureaucracy and the need todefine the changing role of government in the political economy;(vi) a strong demand by the public for improved public sectorperformance and productivity; and(vii) constant demand of citizens for greater accountability bygovernment and more transparency in its operations.Moreover, experience with the International Financial Institutions has shownhow the application of harsh conditionalities attached to loans to governmentsfor development and debt rescheduling purposes, have made the reduction ofpublic sector expenditure the overwhelming priority, dwarfing all otherimportant policy considerations.The Government also takes the view that it is expedient to engage in a constantprogramme of self-examination and reform, so that it can respond to changingand new demands of its clientele, to rapidly changing technology and thedynamics of modern management.3:2 GROWTH IN PUBLIC SERVICEA significant pressure for reform has been witnessed as a consequence of thegrowth of the public service over the past two and a half decades. Existingagencies have been expanded and new units, sub-departments, departments andstatutory bodies have been created to implement government’s expanded
