White Paper on Public Sector ReformThe reform in government agencies will be mission-driven. Each agency willbe required to develop a mission which is appropriate to the tasks it will have toundertake. This is vital since the nature, character and composition ofgovernment agencies have changed over time, and their missions must alwaysreflect the current status of the agency.The Mission Statement, among other things will -• serve as a source to inform staff, customers and stakeholders of theagency’s goals and intended accomplishments;• be a point of reference and help the agency to make consistent decisions,build unity, enhance communication, and generally integrate short termobjectives and long term goals;• form part of any framework for the transformation and success of eachagency.In developing mission statements, public sector managers will pose relevantquestions to elicit information regarding the operational and strategicmanagement concerns of the agency focusing on the functions and rationale forits continuance, its corporate objectives and on the strengths, weaknesses,opportunities and challenges it has to meet.This diagnostic exercise will help to re-define the purpose, direction and themission for the agency. It will also take into account its dynamic relationshipwith other institutions such as Non-governmental Organisations (NGO) andPrivate Voluntary Organisations (PVO) which may be competitors for the
