Butmanagers are required to focus on realistic and attainable objectives for thosekey tasks on which much time is spent and for which key results are expected.The result will be measured quantitatively and qualitatively as appropriate andthis will help to enhance the efficient provision of public goods and servicesand underscore the imperative of getting "value for money” in fulfillingobjectives.

The structure must relate to the deliveryof stated objectives and the tasks to be accomplished.6:1:1 Actions in the Restructuring ProcessThe reform programme will undertake a careful analysis and restructuring ofexisting organisational structures in order to enhance efficiency andperformance improvement. The restructuring process will involve -• taking measures to alter or strengthen structures of agencies therebyimproving their capacity in areas of effective coordination and clarifyingthe respective roles and relationships;• determining the suitability of existing structures to cope effectively withthe constant demands placed upon them for goods and services, and,where necessary, modify or determine the need for other arrangements todeliver such goods and services;• eliminating the duplication of activities, overlapping functions and
