White Paper on Public Sector ReformChapter 1212:1 THE CHANGING ROLE OF GOVERNMENTThe Government, within the context of its stated VISION for Public SectorReform will pursue programmes consistent with its macro-economic policies,and oriented towards a market-driven economy. This approach will notnecessarily imply less government, but different and more effectivegovernment, working to achieve greater economic growth, stability andcapacity for continuous development. Government’s changing role willinvolve:• being a catalyst for change and development;• disengaging itself from those areas where the market works efficiently;• promoting and continuing activities where the market alone cannot berelied upon;• facilitating, regulating and monitoring activities in the public interest;• more inter-action with the private sector, non-governmentalorganisations and private voluntary organisations through the work ofthe Economic Commission and the Social Commission which havealready been set up as advisory bodies to assist in the furtherance ofgovernment’s macro-economic and social policies and objectives.The public sector reform programme will strongly support the government’schanging role through increased focus and action on policy formulation,leadership and planning.
