White Paper on Public Sector Reformbetween the political directorate and the senior executives by providingcontractual arrangements, defining respective responsibilities, performancestandards and goals, management autonomy to get the job done, accountabilityand opportunities to innovate and respond directly to the needs of customers.Malaysia ExperienceMalaysia has emphasised the change in organisational culture and attitudestowards the delivery of quality service, ethical behaviour at all levels,performance and incentive awards, customer service and training to buildhuman resource development and management.These countries have also reformed their financial planning and control systemswith emphasis on value for money and performance budgeting approaches andhave invested heavily in information technology and computers formanagement information systems.Canada ExperienceIn Canada the role of the Public Service Commission has been re-aligned togive it greater autonomy from the political directorate and to enhance theCommission’s capacity to stimulate and monitor quality performance in theCivil Service.These developments on the international scene demonstrate that having regardto each country’s peculiarity, the public sector operations must be evaluatedconstantly in a changing global environment, to ensure that its management and
White Paper on Public Sector Reformorganisation structures are appropriate to deliver services at the optimum levelto citizens.The pressures impelling these countries to reform include, the impact ofglobalisation of markets, competition and financial mobility, trade liberalisationand the broadening of the democratic process; the rapid growth and power ofcommunications and information technology; lingering economic recessionsand structural adjustment constraints.Lessons for BarbadosOne lesson to be learnt from the international experiences, is the urgentnecessity for Barbados to stay in touch with developments at both regional andinternational levels. It will do this by continuing its regular participation inbilateral and multilateral conferences,seminars and training opportunities. Barbados will strive to avoid failuressuch as induced unemployment through massive public sector staff cut backs,declining standards in some social services, poor employment conditions andthe deepening of the degree of poverty among disadvantaged groups.In pursuing its transformation goals, the government affirms that a policy ofintervention in the market and in any area of social and economic life isperfectly acceptable, requiring no more than one basic test - which is - does itwork? And does it deliver the social and economic goods and services. TheGovernment will therefore utilise systems which are compatible with the ethosof its people. Indeed it will take an eclectic and pragmatic approach to its task.
