White Paper on Public Sector Reformchanging national and global conditions.(iii) Optimise the use of resources through improvement in the attitudes andbehaviour of the public sector in areas of productivity, cost effectiveness,and choosing efficiency over waste in the national interest.(iv) Attain improved levels of accountability and transparency in managingpublic sector affairs.(v) Create standards of performance which promote job satisfaction andwhich heighten levels of competitiveness in carrying out assigned tasks.(vi) Transform the public sector into an effective and flexible entity showingsubstantial improvements in the quality of service delivery.(vii) Improve systems and procedures to make them more relevant to thedemands made on modern public sector management, and to accelerateeconomic and social growth and stability in the country.(viii) Value for money spent, through combining such factors as cost, timelines and the use of alternative approaches in delivering quality servicesto the public and in meeting goals.(ix) Establish requisite training programmes to build commitment toBarbados first, and to enhance management and performance skills at alllevels of the public sector.The public sector must now change its conventional reactive manner of doingits business and embark on a pro-active approach to the reform process and dowhatever is necessary to attain the objectives of the programme. Thegovernment on its part, will provide the means for the necessary facilitation toenable the stated practical objectives to be attained.
