White Paper on Public Sector Reform• provide for the engagement by the Commission, of the services ofindependent legal counsel as the need arises; and• consider what legal framework will be provided to deal withindustrial relations and the collective bargaining process.Overall, the legal reform will provide both public sector employees and thepublic with an appropriate modern legalregime, in which the duties, rights,responsibilities and culture of the public sectorwill be set out, together with arrangements forthe resolution of disputes or grievances in amanner known and acceptable to all parties.Chapter 13OVERALL FRAMEWORK FOR THE PROCESSOF TRANSFORMATION AND COST IMPLICATIONS
