White Paper on Public Sector Reform12:5 THE ROLE OF TRADE UNIONSAND STAFF ASSOCIATIONSThe Government recognises the role of Trade Unions and StaffAssociations in promoting and safeguarding the rights and conditions ofemployment of their members. The government will continue its policyof dialogue and collaboration with these bodies in the interest ofenhancing labour-management relations and maintaining overall socioeconomic,political and organisational stability.Indeed, the government acknowledges the important role which theTrade Unions play in the tripartite approach to industrial relations, whichworks towards the success of Barbados macro-economic programme.The government will:• respect the established norms of the collective bargaining process;• protect the rights of employees against discriminatory tendenciesand unfair practices;• maintain conditions of employment which will support a properlymotivated workforce.The Government is committed to continuing its relations with the TradeUnions and Staff Associations in the most agreeable manner and in theinterest of national development.12:6 LEGAL RE<strong>FOR</strong>MGovernment will update legislation relating to the Public Service to meet
White Paper on Public Sector Reformthe changing needs and circumstances of national governance. Thelegislation will also provide for regulating employment of publicemployees who are not covered by the Civil Establishment Legislationand whose terms and conditions of employment are governed underother legislation.Specifically, consideration will be given to the development of a PublicService Act which will provide for:• a clear definition of the public service and the creation andallocation of public offices;• the rights of public officers including their trade union rights;• the making of Regulations by the Minister to govern theconditions of employment of the various categories of publicofficer.• the making of Regulations by the Service Commissions to governtheir procedure in respect of engagement, discipline andtermination of public officers.This legislation will reflect the existence of a partnership philosophy betweenthe Executive, the Service Commission, and the Trade Unions, in the context ofefficient delivery of service to the public.The legislation will -• emphasize speed and efficiency in decision-making;• provide for the employment of a Chairman of the Public ServiceCommission on a full-time basis;
