White Paper on Public Sector Reform10:1:4 Ministry of the Civil Service: Office of Public Sector ReformThe locus of responsibility for coordinating the reform effort rests withthe Ministry of the Civil Service. The Office of Public Sector reformheaded by a Director, has been set up in the Ministry. It will be staffedwith persons trained in reform and restructuring and be supported withconsultancy services. Some of the key responsibilities of the Ministry ofthe Civil Service, Office of Public Sector Reform are to -• provide leadership and guidance and assistMinistries/Departments as needed in implementing their reformprogrammes;• monitor and evaluate activities and programmes to ensure thatreform objectives are being realized and keep the public abreast ofprogress in relation to the reform efforts;• mount activities and execute programmes in collaboration withMinistries, Departments and Agencies, as well as with the socialpartners in the interest of achieving reform objectives;• advise the Steering Committee on all matters pertaining to thereform programme and, in particular, those with policyimplications;• provide training and education, and required skills, supportresearch and analysis on PSR;
