White Paper on Public Sector Reformcontinuous, comprehensive and results-oriented.Prescribed training at each level in the ministry, department and agency will beundertaken.The proposals for training and development will ensure that -(i)agencies undertake training needs assessments to determine whatneeds exist and the type of training required. The assessmentswill cover staff atall levels of management from executive and supervisory, toclerical and related grades;(ii)appropriate training programmes are designed for implementationfollowing the assessments;(iii)programmes of training for various levels of staff are established;(iv)resources are identified from local or overseas sources to executethe training programmes;(v)officers are identified and selected to manage the trainingfunction. Ministries and Departments will be responsible formounting training programmes specific to their needs within anagreed time-frame.
