White Paper on Public Sector ReformNo system is in place to appraise the performance of top managers in thepublic sector. A system of appraisal will also be considered for this categoryof staff in the review exercise, using the overall objectives of the organizationand reports of accomplishment during the year as one of the tools ofassessment. Other tools will be devised in consultation with the Public ServiceCommission and the committee of Permanent Secretaries, with other personsco-opted as appropriate.7:6 RECOGNITION/REWARDS/INCENTIVESThe Government will place greater emphasis on recognition, rewards andincentives programmes, because they contribute to improving the performanceof public officers. Government agencies will be encouraged to instituteincentive programmes to reward outstanding performance and excellence bystaff. The awards will be of a non-monetary and monetary nature, at theindividual, section or team levels. Information on incentive awards will beincluded among the guidelines being prepared by the Ministry of the CivilService.Chapter 8FINANCIAL MANAGEMENT8:1 NEED <strong>FOR</strong> FUNDAMENTAL CHANGEThe upkeep of the Public Sector represents a considerable cost to government.
