White Paper on Public Sector Reform2:3:1 Hierarchical StructureHierarchical arrangements are indispensable. They determine the authority,responsibility and accountability relationships within government agencies.They formalize and facilitate the reporting and communication processes, aswell as distinguish the role relationships of staff.In addition, they provide and facilitate greater organisational coherence andoverall performance.However, the problems inherent in the hierarchy in government agencies relateto difficulties of -• red-tape and excessive delays• centralisation tendencies and rigidities,• stifling of initiative and a disinclination to delegate.The hierarchical structure in the public service has progressively become rigidand over-emphasised. It restricts the flow of management action, and results inproblems of excessive bureaucratic delays and a concentration of decisionmakingat or near the top of the hierarchy.It also creates bottlenecks in the workflow at critical levels, and a breakdown inchannels of communication. Moreover, difficulties arise in the over-lappingand duplication of functions This situation blurs functional roles,responsibilities, and generally misdirects the public as to which agency orindividual deals with a particular subject area or matter.
