White Paper on Public Sector ReformA special Unit has already been set up at the Personnel AdministrationDivision to review the status of persons holding temporary appointmentson a long term basis. So far, over four hundred of these temporaryemployees have been given permanent appointments. The Unit iscontinuing its review and it is expected that additional permanentappointments of temporary officers will be made in the near futuresubject to the availability of vacancies.This action will bring job security to these officers and will enable themto plan and organise their personal arrangements with greater confidence.However, the ongoing practice of creating and filling temporary posts isbeing carefully monitored by the Ministry of the Civil Service. It isanticipated that in the medium term, less reliance will be placed on thisprocedure, when organisational reviews are undertaken in agencies toassess conditions of over staffing and under staffing. Temporaryappointments, wherever feasible, will only be continued specifically on atime and task basis.7:2:2 Acting AppointmentsThe need for acting appointments especially of a prolonged nature willalso be reviewed. Such appointments provide direct benefits to staff interms of an opportunity to perform at a higher level and to gainexperience.
