White Paper on Public Sector ReformThe Government views the establishment of the data bank as necessary andurgent to inform and improve processes of staff placement, manpower planning,career and succession planning and promotion. Transfers of staff and thepayment of government pensions will also be facilitated by such information.Each ministry, department and agency of government will therefore be requiredto maintain an updated record of all its personnel. This information will beinterlinked to the data bank within the Ministry responsible for human resourcemanagement and development.The Ministry of the Civil Service has already received technical assistance fromthe United Nations Department of Management Services in the form of anexpert in computerised data base systems, to prepare a plan and to advise on thehardware and software requirements and installation.The expert has submitted a preliminary report and the Ministry of the CivilService has started to collect basic personal data in collaboration with PersonnelAdministration Division and the Data Processing Department for a databasesystem. The Ministry has also acquired computers to facilitate the task. It isexpected that the data base should be completed within one year.7:4 TRAINING AND DEVELOPMENTTraining and development programmes will be organised specifically to reorientattitudes, values and behaviour, develop business culture withingovernment agencies, and equip employees with the skills and capabilities tomanage the change process and to perform the job competently.
