White Paper on Public Sector ReformThe public sector during this period also witnessed the constant growth ofStatutory (Parastatal) Agencies, set up by legislation, to manage selecteddevelopmental areas of public service activities, formerly implemented directlyby the regular staff of the Ministries. This development is linked to publicsector reform, it being a response by government to the demand to put newmechanisms in place to make a positive difference in the way the public sectordid business with the private sector and other investors. The Barbados TouristBoard and the Investment Development Corporation are examples of suchagencies.Historically too, public sector reform occurred with the abolition of the localgovernment system and the integration of its responsibilities into the apparatusof central government. Integration also occurred between Departments andMinistries such as the Department of Public Works into the Ministry ofCommunication and Works, the Department of Education into the Ministry ofEducation, the Department of Medical Services into the Ministry of Health, etc.Within the past decades, succeeding governments have made public sectorreform a matter of political policy. Hence, a Ministry of the PublicService/Ministry of the Civil Service has been inaugurated, with a Ministerbeing given specific responsibility for Civil Service matters.In a historical context therefore, government has been challenged to carry outreforms appropriate for the discharge of its responsibility for planning anddirecting national development.
