White Paper on Public Sector Reform1:3 THE PURPOSE OF THE WHITE PAPERThe main purpose of the White Paper is to set out a policy framework to guidethe adoption and implementation of policies and strategies aimed attransforming the public sector of Barbados. Given the wide and diverse natureof public service activities, the White Paper cannot elaborate for eachgovernment agency detailed strategies for implementing the policies set out.The development and implementation of specific strategies within the policyframework provided, will be the responsibility of individual Ministries andagencies.The White Paper calls attention to the critical areas for change, including;• human resource management practices and financial management• accountability and management flexibility• the use of information technology in modern management practices, and• functional relationships at the senior executive levels.The White Paper also directs the public’s attention to the fact that in a changingworld economic and social environment, it must share greater responsibility forthe future performance of the country, by pressuring the government to be moreresponsive to changing demands, and be more open and willing to shareinformation about national development issues and changes. This will letcitizens themselves contribute in some way to the decision making process onthese issues.1:4 SCOPE OF THE WHITE PAPER
White Paper on Public Sector ReformIn the White Paper, the term Public Sector is used to represent the agenciescomprising the executive arm of government. The White Paper however willnot deal with constitutional reform matters, as these will fall to theconsideration of a Constitutional Review Commission. Likewise, mattersconnected with the reform of Parliament will not be within its scope.The Public Sector directly refers to civil service ministries and departmentstogether with statutory agencies whose functions and responsibilities are akin tothose of civil service departments, especially in the delivery of services at thenational level or individual customer level. Examples of such agencies wouldbe the National Conservation Commission, the National Assistance Board orthe Child Care Board.Other Public Sector agencies categorised as State Enterprises and RegulatoryBoards while paying due regard to the national reform efforts, are in a positionto access reform expertise services, appropriate to the nature and scope of theiroperations. Examples of such state enterprises would be the Barbados NationalBank, the Barbados Tourism Authority, the Barbados Investment andDevelopment Corporation, and the Public Utilities Board. Indeed, most ofthese agencies are already undertaking programmes of restructuring and reengineeringto transform them into effective and viable operations.The important and critical factor is that the functioning of all agencies in thepublic sector will be reviewed and changed appropriately to achieve thetransformation of the total public sector.1:5 CONSENSUS AND CONSULTATION PROCESS
