It also managesgovernment’s overseas training programmes. The Division exercises noindependent responsibility for training policy. Public servants seeking studyleave or fellowships, must secure clearance from the relevant servicecommission through the Personnel Administration Division.Action has already been taken to effect improvements in the coordination of theagencies responsible for human resources.
