White Paper on Public Sector ReformThe actions outlined above will help to:• remove the congestion in decision-making and handling of routinematters at the top;• provide the top managers scope and space to strengthen their policydevelopment capacity;• engage top managers in more meaningful policy formulation, monitoringand implementation of policy;• promote the use of a team approach to facilitate the line managers inaccomplishing the agency’s tasks;• remove the existing rigidities in the centralized system of managementthrough the process of more effective delegation of responsibilities andaccountabilities to line ministries;• allow ministries and departments with delegated authority to pursue withgreater vitality their defined roles and responsibilities; and• develop innovative management approaches in the conduct of publicsector business.The reform strategies highlight the need for ministries and departments to focuson responsibility and accountability as vital components for achievingimproved performance in the management of the public sector.6:2 DECENTRALISATIONThe Government acknowledges that it is necessary to decentralize and delegateauthority and responsibility to lower levels of management staff who are
