This will include allchildren licensed or not, all children awayat school or college, <strong>and</strong> all roommatesor significant others.Exceptions(1) A person in active military servicewith the armed forces of the UnitedStates of America is not considered aresident in the applicant’s householdunless this person customarilyoperates the auto. If this person hasan insured vehicle in a state where<strong>Western</strong> <strong>National</strong> has no rates onfile, insurance coverage should besecured in the state of operation <strong>and</strong>principal garaging.(2) If a YOUTHFUL UNMARRIED FE-MALE OPERATOR or a YOUTH-FUL UNMARRIED MALE OPERA-TOR is a student residing at aneducational institution over 100 roadmiles from the auto’s place of principalgaraging, the auto is rated as ifthe student is married.(3) Private passenger automobilesowned by clergy will be rated as<strong>PL</strong>EASURE USE unless the ratingclassification reflects a YOUTHFULOPERATOR exposure.(4) If separated, rate as unmarried.3. Single Car <strong>and</strong> Multi-Car Risks: OperatorAssignment Rulea. Classify Single Car risks <strong>and</strong> Multi-Carrisks according to Rules 4.C.3.b. or4.C.3.c. below, depending on whether aYouthful Operator classification appliesto any auto being insured on the policy.(1) Rule 4.C.3.b. applies if a YouthfulOperator classification applies to anyauto on the policy.(2) Rule 4.C.3.c. applies if a YouthfulOperator classification does NOTapply to any auto on the policy.b. Operator assignment: Policies insuringone or more Youthful Operators.(1) Single Car Risks – The youthfuloperator with the highest PrimaryRating Factor shall apply.(2) Multi-Car Risks(a) Assign each youthful principaloperator to the auto he/sheprincipally operates. If a youthfuloperator is the principal operatorof more than one auto, assignthat operator to the auto with thehighest total base premium.(b) Assign other youthful operatorsto remaining autos as follows:(i) Determine the pleasure useprimary rating factors of allyouthful operators.(ii) Remaining youthful operatorsare assigned to remainingautos in the order ofthe highest rated youthfuloperator to the auto with thehighest total base premium.(iii) After assigning youthful operatorsto autos on the basisof pleasure use rating factors,each factor must beadjusted for the actual use ofthe auto before determining<strong>and</strong> applying the SecondaryRating Factor.(c) After all youthful operators havebeen assigned to autos accordingto (a) <strong>and</strong> (b) above, assignthe appropriate No Youthful Operatorclassification to remainingautos equal to the number ofoperators insured on the policy.Assign remaining operators tothe remaining autos in the orderof the highest rated operator tothe auto with the highest TotalBase Premium.(d) If the number of autos exceedsthe number of operators, theExcess Autos 1 classificationshall apply to the autos in excessof the number of operators.1-1-2<strong>01</strong>0 PA-7 General RulesIncludes copyrighted material with permission of <strong>Insurance</strong> Services Office, Inc.
