122 HENRY SYMONDS.Dublin Castle during <strong>the</strong> two years which elapsedbetween <strong>the</strong> sealing <strong>of</strong> <strong>the</strong> mint indenture <strong>and</strong> <strong>the</strong>death <strong>of</strong> Elizabeth on 24 March, 1602-3. <strong>The</strong> first <strong>of</strong><strong>the</strong> proclamations, which is dated 20 May, 1601, giveseffect to <strong>the</strong> agreement as to Exchanges made withSir Ge<strong>org</strong>e Carye in <strong>the</strong> previous month, to whichI have already alluded. <strong>The</strong> Queen announced herdecision, for <strong>the</strong> reasons <strong>the</strong>re stated, to reduce <strong>the</strong>moneys to "<strong>the</strong> ancient course <strong>of</strong> her progenitors",namely, to a difference in fineness between <strong>the</strong> moneys<strong>of</strong> Engl<strong>and</strong> <strong>and</strong> Irel<strong>and</strong>, <strong>and</strong> to that end had causedgreat quantities to be coined according to <strong>the</strong> ancientst<strong>and</strong>ard used by her Majesty's fa<strong>the</strong>r, bro<strong>the</strong>r, <strong>and</strong>sister. <strong>The</strong> same were to be established as <strong>the</strong> lawfulcurrent moneys <strong>of</strong> Irel<strong>and</strong>, <strong>and</strong> after 10 July <strong>the</strong>n nextall o<strong>the</strong>r moneys, whe<strong>the</strong>r Irish, English, or foreign,were to be annulled <strong>and</strong> no longer current, <strong>and</strong> wereto be esteemed as bullion only. And <strong>the</strong> Queen, inorder to give reasonable satisfaction, which was not<strong>of</strong>fered in <strong>the</strong> days <strong>of</strong> her progenitors, had establishedan exchange to be maintained at Dublin, Cork, Gal way,<strong>and</strong> Carrickfergus, <strong>and</strong> in Engl<strong>and</strong> at London, Bristol,<strong>and</strong> Chester, where coins <strong>of</strong> Engl<strong>and</strong> might be changedfor <strong>the</strong> new st<strong>and</strong>ard moneys <strong>of</strong> Irel<strong>and</strong> <strong>and</strong> vice versa.For 20s. <strong>of</strong> new Irish coins, 19s. <strong>of</strong> current Englishmoneys were to be delivered by means <strong>of</strong> a bill directedto a place <strong>of</strong> exchange in Engl<strong>and</strong> <strong>and</strong> for 20s. English,;21s. new Irish deliverable at an exchange in Irel<strong>and</strong>.<strong>The</strong> Irish base moneys <strong>the</strong>n annulled might be exchanged,money for money, for coins <strong>of</strong> <strong>the</strong> newst<strong>and</strong>ard (.
