Carte's Declaration issingle & contrary to <strong>the</strong> accounts H.M. has received fromdifferent persons, every one <strong>of</strong> which he thinks deserves tobe equally credited, but in so far as <strong>the</strong> evidence <strong>of</strong> <strong>the</strong> saidM r . Carte can be <strong>of</strong> use to M rs . Roettiers or her son, when<strong>the</strong> point <strong>of</strong> right at present in controversy is to be determinedit will <strong>the</strong>n doubtless be considered.H.M. has read a letter signed Phillips, which he supposesto be writ by M r . Carte 1T who seems to be agent forM. Roettiers in which are <strong>the</strong> following words :" <strong>The</strong>re is one enquiry relating to this affair which to me; "seems natural to be made, vizt. Whe<strong>the</strong>r <strong>the</strong> King pays'any money to his Engraver General for <strong>the</strong> puncheons'& dyes that he makes for medals, ffor I suppose it is upon'presumption that <strong>the</strong> Kings claim is founded, <strong>and</strong> yetI never knew any body that is ready to presume it,ever'able to name any case in which such payment was actuallymade, or to specify <strong>the</strong> sum so payd. For my part I neverheard that any money was payd, but for <strong>the</strong> working <strong>of</strong>f'<strong>the</strong> Medals made <strong>of</strong> such Bullion as <strong>the</strong> crown sends into<strong>the</strong> Mint, nor can I learn by all <strong>the</strong> enquiry I have made,'That <strong>the</strong> crown pays anything for making <strong>the</strong> Puncheons& Dyes for Medals. I know that when a new Broad sealis to be made (as in <strong>the</strong> case <strong>of</strong> <strong>the</strong> demise <strong>of</strong> a Prince or such'considerable changes in <strong>the</strong> State as <strong>the</strong> Union, in which''case <strong>the</strong> old seal is a perquisite <strong>of</strong> <strong>the</strong> Lord Keepers) <strong>the</strong>'Crown gives a fee <strong>of</strong> 200 to <strong>the</strong> Engraver General formaking it, but I never heard that any such, or any o<strong>the</strong>rsum was ever given for <strong>the</strong> making Puncheons for Medals ;'If <strong>the</strong>re was <strong>the</strong>re is certainly an entry <strong>of</strong> it in <strong>the</strong> accompts<strong>of</strong> <strong>the</strong> Household, Mint, & Treasury which are kept with'''great exactness in Engl<strong>and</strong>, <strong>and</strong> as <strong>the</strong>y are impartialWitnesses in this case may be easily searched by impartial''persons."17Thomas Carte, on suspicion <strong>of</strong> Jacobitism, had escaped toFrance in 1722 <strong>and</strong> <strong>the</strong>re lived under <strong>the</strong> name <strong>of</strong> Philips until1728, when on <strong>the</strong> intercession <strong>of</strong> Queen Caroline he was allowedto return to Engl<strong>and</strong>.
