<strong>Child</strong> <strong>and</strong> <strong>adult</strong> <strong>labour</strong> <strong>in</strong> <strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>export</strong> <strong>in</strong>dustry <strong>of</strong> Jaipur<br />

hours per day with at least one hour <strong>of</strong> rest after 3 hours <strong>of</strong> work. Also, <strong>the</strong> Government was busy<br />

<strong>in</strong> plann<strong>in</strong>g to form a group <strong>of</strong> experts from all k<strong>in</strong>ds <strong>of</strong> fields to work out a strategy to combat<br />

child <strong>labour</strong> <strong>in</strong> Rajasthan. The media were also go<strong>in</strong>g to be <strong>in</strong>vited to work out a strategy to<br />

highlight <strong>the</strong> issue <strong>in</strong> <strong>the</strong> media. Also <strong>the</strong>re was a plan to be set up a network <strong>of</strong> NGOs to collaborate<br />

<strong>in</strong> <strong>the</strong> process <strong>of</strong> tackl<strong>in</strong>g <strong>the</strong> problem <strong>of</strong> child <strong>labour</strong>. He said that <strong>the</strong>re was 'a high<br />

commitment <strong>of</strong> <strong>the</strong> Government <strong>of</strong> Rajasthan to eradicate child <strong>labour</strong>'.<br />

Conclud<strong>in</strong>g remarks on <strong>the</strong> recent plans <strong>of</strong> <strong>the</strong> Government<br />

The Government has made a useful step by first <strong>in</strong>vestigat<strong>in</strong>g <strong>the</strong> magnitude <strong>of</strong> <strong>the</strong> problem <strong>in</strong> <strong>the</strong><br />

two most important districts <strong>of</strong> Rajasthan, Jaipur <strong>and</strong> Udaipur. Secondly, <strong>the</strong> literacy campaign, if<br />

implemented thoroughly, could also help <strong>in</strong> elim<strong>in</strong>at<strong>in</strong>g child <strong>labour</strong>. Thirdly, <strong>the</strong> proposed<br />

awareness-generat<strong>in</strong>g campaign should start as early as possible, as this could be <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong><br />

wean<strong>in</strong>g <strong>the</strong> child workers from <strong>the</strong> <strong>gem</strong> <strong>in</strong>dustry. But, nowhere does <strong>the</strong> Government mention a<br />

plan to streng<strong>the</strong>n <strong>the</strong> education facilities <strong>and</strong> <strong>in</strong>volvement <strong>of</strong> <strong>the</strong> parents <strong>and</strong> community, which<br />

could prevent children from go<strong>in</strong>g to work at a young age <strong>and</strong> could stimulate <strong>the</strong>m to attend<br />

school. Nowhere <strong>the</strong> Government puts emphasis on <strong>the</strong> fact that children should be <strong>in</strong> school <strong>and</strong><br />

should stay <strong>in</strong> school which, can only be accomplished by improv<strong>in</strong>g <strong>the</strong> quality <strong>of</strong> education<br />

with motivated teachers, who make learn<strong>in</strong>g more mean<strong>in</strong>gful <strong>and</strong> joyful.<br />

The Government <strong>of</strong> Rajasthan is not plann<strong>in</strong>g to make primary education a reality for every child.<br />

It is hoped that <strong>the</strong> Government starts putt<strong>in</strong>g emphasis on that right <strong>and</strong> put all its efforts <strong>in</strong><br />

implement<strong>in</strong>g free, compulsory, mean<strong>in</strong>gful <strong>and</strong> joyful primary education. Only <strong>the</strong>n could <strong>the</strong><br />

problem <strong>of</strong> child <strong>labour</strong> be solved. O<strong>the</strong>r proposed plans are useless if <strong>the</strong>re is no commitment<br />

<strong>and</strong> will to get <strong>the</strong> children <strong>in</strong> school <strong>and</strong> to take care that <strong>the</strong>y are kept <strong>the</strong>re by employ<strong>in</strong>g<br />

motivated teachers, develop more <strong>in</strong>terest<strong>in</strong>g <strong>and</strong> attractive teach<strong>in</strong>g methods <strong>and</strong> mean<strong>in</strong>gful <strong>and</strong><br />

joyful lessons <strong>and</strong> make school build<strong>in</strong>gs more attractive.<br />

6.8 Unicef's support for 'Joyful Learn<strong>in</strong>g': an alternative to <strong>the</strong> Special School?<br />

Mr. Thomas, Programme Director <strong>of</strong> Unicef, Jaipur, said <strong>in</strong> an <strong>in</strong>terview: 'Unicef, Jaipur, does<br />

not concentrate on <strong>the</strong> child <strong>labour</strong> problem <strong>in</strong> <strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>in</strong>dustry because it is very difficult<br />

due to <strong>the</strong> high values which are at stake'. '<strong>Child</strong> <strong>labour</strong> is a highly sensitive topic <strong>in</strong> <strong>the</strong><br />

<strong>in</strong>dustry <strong>and</strong> if you want to <strong>in</strong>tervene you easily can get caught'.<br />

Unicef is focus<strong>in</strong>g on <strong>the</strong> prevention <strong>of</strong> child <strong>labour</strong> <strong>and</strong> sensitiz<strong>in</strong>g <strong>the</strong> policy makers <strong>in</strong><br />

Rajasthan on <strong>the</strong> issue <strong>of</strong> child <strong>labour</strong>. Accord<strong>in</strong>g to Mr. Thomas, rehabilitation <strong>of</strong> child workers<br />

was <strong>of</strong> no use. Mr. Thomas said: 'Unicef is <strong>of</strong> <strong>the</strong> op<strong>in</strong>ion that 6-year old children should enrol<br />

<strong>in</strong>to school <strong>and</strong> <strong>the</strong>y should stay <strong>in</strong> school'. School enrolment, <strong>the</strong>refore, has <strong>the</strong> priority <strong>in</strong> <strong>the</strong><br />

policy <strong>and</strong> programmes <strong>of</strong> Unicef. The general public should be made aware <strong>of</strong> <strong>the</strong> negative aspects<br />

<strong>of</strong> child <strong>labour</strong> also. 'Today, public op<strong>in</strong>ion is not aga<strong>in</strong>st child <strong>labour</strong> <strong>and</strong> says that child<br />

<strong>labour</strong> exists because poverty exists'. 'This op<strong>in</strong>ion should be changed'.
