Adult <strong>labour</strong> <strong>in</strong> <strong>the</strong> <strong>garment</strong> <strong>export</strong> <strong>in</strong>dustry <strong>of</strong> Bangalore<br />

Casual <strong>and</strong> temporary workers<br />

None <strong>of</strong> <strong>the</strong> <strong>in</strong>terviewed workers had a permanent job. They said that, except <strong>the</strong> staff, all <strong>the</strong>ir<br />

colleagues also were not permanent. From past work experience <strong>the</strong>y knew <strong>the</strong>y would never become<br />

permanent because <strong>the</strong>y were sent out before <strong>the</strong> time <strong>the</strong>y could get <strong>the</strong> status <strong>of</strong> permanent<br />

worker. They can be removed at any time by <strong>the</strong>ir employers as <strong>the</strong>re is no job security. The<br />

women said that <strong>the</strong> work was not available <strong>the</strong> whole year through. Dur<strong>in</strong>g slack times, <strong>the</strong><br />

factory sends <strong>the</strong> workers home. But because <strong>the</strong>se workers needed <strong>in</strong>come, <strong>the</strong>y started work<strong>in</strong>g<br />

<strong>in</strong> o<strong>the</strong>r factories. In <strong>the</strong> new factory <strong>the</strong>y had to work <strong>in</strong> a probationary period aga<strong>in</strong>; this way <strong>the</strong><br />

worker will never become permanent.<br />

Some <strong>of</strong> <strong>the</strong> workers had an identity card which is meant for security, but some women thought<br />

that <strong>the</strong> card is a pro<strong>of</strong> <strong>of</strong> be<strong>in</strong>g a permanent worker.<br />

Mostly <strong>the</strong> probationary period <strong>in</strong> a <strong>garment</strong> factory varied from 6 to 12 month. It took at least<br />

one more year before a worker could be made a permanent worker. Long before this time <strong>the</strong>re<br />

comes a slack period <strong>in</strong> <strong>the</strong> <strong>export</strong> <strong>of</strong> <strong>garment</strong>s which means <strong>the</strong>re is no work for <strong>the</strong> workers <strong>and</strong><br />

<strong>the</strong>y are simply sent home. The <strong>in</strong>terviewed women said that after <strong>the</strong> probationary period <strong>the</strong>ir<br />

wages were slightly <strong>in</strong>creased <strong>and</strong> <strong>the</strong>y were told by <strong>the</strong> employer that, suppose <strong>the</strong>y worked hard<br />

<strong>and</strong> good, <strong>the</strong>y would become permanent or make promotion with higher wages. The employer<br />

keeps <strong>the</strong> workers satisfied by promis<strong>in</strong>g higher wages, permanent status <strong>and</strong> promotion, which<br />

never happens <strong>in</strong> reality.<br />

If a worker is not permanent <strong>and</strong> when <strong>the</strong> employer does not keep a record <strong>of</strong> <strong>the</strong> workers, it<br />

means that statutory benefits like ESI <strong>and</strong> PF, bonus, sickness leave, paid 12 gazette holidays etc.<br />

are not paid. This casual <strong>labour</strong> force which shifts from one factory to <strong>the</strong> o<strong>the</strong>r does not have<br />

rights. The ma<strong>in</strong> problem is that <strong>the</strong> workers cannot get <strong>the</strong>ir rights enforced. They accept every<br />

wage <strong>and</strong> o<strong>the</strong>r <strong>labour</strong> conditions, because <strong>the</strong>y can be dismissed any time because <strong>the</strong>y are not<br />

registered <strong>and</strong> permanent.<br />

Health hazards<br />

The common health problems reported by <strong>the</strong> women were knee, back <strong>and</strong> body pa<strong>in</strong>s due to<br />

be<strong>in</strong>g <strong>in</strong> a st<strong>and</strong><strong>in</strong>g position for <strong>the</strong> whole day. Some women expressed that <strong>the</strong>y were only<br />

allowed to visit <strong>the</strong> toilet once a day which caused problems <strong>of</strong> its own. Next to <strong>the</strong>se physical<br />

problems, <strong>the</strong> women experienced an enormous work pressure, due to <strong>the</strong> fact that <strong>the</strong>y were<br />

forced to f<strong>in</strong>ish a certa<strong>in</strong> amount <strong>of</strong> <strong>garment</strong>s per day. Especially <strong>in</strong> times when an <strong>export</strong> order<br />

had to be f<strong>in</strong>ished <strong>in</strong> time, <strong>the</strong> work pressure was high. The attitude <strong>of</strong> <strong>the</strong> supervisor also had repercussions<br />

on <strong>the</strong> health <strong>of</strong> <strong>the</strong> workers. If <strong>the</strong> women did not work accord<strong>in</strong>g to <strong>the</strong> wishes <strong>of</strong><br />

<strong>the</strong> supervisors <strong>the</strong>y became harsh to <strong>the</strong> workers. The women said that <strong>the</strong>y constantly lived <strong>in</strong><br />

fear <strong>of</strong> los<strong>in</strong>g <strong>the</strong>ir job. They were always afraid <strong>of</strong> becom<strong>in</strong>g ill, because it meant <strong>the</strong>y could lose<br />

<strong>the</strong>ir job or <strong>the</strong>ir wage could be reduced.<br />
